The books, which were intended for the Forces, restocking damaged libraries or making paper products used in munitions were intended to be deposited at the local Wardens Post or the nearest Library. The size of this badge suggests that this was intended for wear by female staff and the small hole to the centre suggests that this example was previously a sealed pattern.
